Human rights advocates: Islamists use French shelters to recruit children

Minors in French shelters are increasingly becoming targets of recruitment by the Muslim Brotherhood, according to human rights advocates.

On June 1, 2025, the French newspaper Le Figaro published a statement by human rights advocates Manon Siéraček and Thierry Froman. The public figures asserted that children’s shelters are becoming “privileged spaces for Islamist radicalization”: young people, who are easily moulded, are indeed a prime target for recruitment.

Similar concerns were expressed by The European Conservative, which emphasized that overwhelmed and poorly trained shelter personnel are unable to withstand recruiters posing as educators or religious mentors. For the authors of the article, staying in these shelters poses a greater risk to children than remaining in their families, even if they are dysfunctional.

Attorney Manon Siéraček and former investigative judge Thierry Froman are calling for urgent measures to strengthen oversight and professional training for shelter staff in order to protect adolescents from extremist ideological influence.

According to the advocates, this is particularly true when it comes to vulnerable children and teenagers without a family structure, such as those who end up in public care facilities for minors., including underage migrants who do not speak French.

One cited example is the attack on a rabbi in Orléans in March 2025, carried out by a 16-year-old who had run away from a shelter. Earlier, in November 2023, another 16-year-old in northern France was charged with promoting terrorism and participating in a terrorist conspiracy after posting messages in support of ISIS.

Previously, the UOJ reported that France had officially recognized the Muslim Brotherhood as a threat to national security.
