Law banning LGBT propaganda approved in Kazakhstan
The document introduces a ban on the dissemination of LGBT propaganda in the media, the Internet, and public spaces, and is aimed at protecting children and adolescents.
On December 17, 2025, the Senate of the Parliament of Kazakhstan supported amendments in the second reading that introduce a ban on the promotion of LGBT content. The decision was reported by Tengrinews.
The changes concern legislation on archival matters and restrictions on the dissemination of unlawful content, which also affect the Labor Code and a number of other legislative acts. The initiative is aimed at protecting children and adolescents from information that could harm their moral and psychological development.
The adopted norms provide for the restriction of the dissemination in public spaces, mass media, the Internet, and online platforms of materials containing the promotion of non-traditional sexual orientation. The law introduces a clear definition of such promotion and establishes a ban on its dissemination, including on social networks and media content.
During the discussion, senators emphasized that it is not about the personal life or beliefs of citizens, but exclusively about the public promotion of the relevant content. Government representatives stated that the new norms are aimed at protecting public values and do not contradict the country's international obligations.
