Supreme Court opens appellate proceedings on UOC's complaint against DESS

The UOC is challenging the decision of the Sixth Administrative Court of Appeal.

On November 18, 2025, the Supreme Court of Ukraine opened appellate proceedings on the complaint of the Kyiv Metropolis of the Ukrainian Orthodox Church against the decision of the Sixth Administrative Court of Appeal. Information about this is published on the official website of the State Service for Ethnopolitics and Freedom of Conscience (DESS).

The UOC's complaint challenges the ruling of the Sixth Administrative Court of Appeal dated October 30, 2025, in case No. 855/11/25. The reason for the appeal was the court ruling by which the UOC’s claims in the counter-lawsuit against HPP were separated into an independent proceeding.

Within the framework of this lawsuit, the religious organization points to numerous procedural violations by DESS, demands that the inaction of the state agency be recognized as unlawful, and that it be compelled to perform certain actions.

The court accepted the UOC's appeal for consideration, obliged the parties to provide the necessary documents, and notified the participants of the process about the date and procedure of further hearings.

As reported by the UOJ, on December 16, the Supreme Court will consider the case on the liquidation of the Kyiv Metropolis.
