The Cabinet of Ministers proposes to introduce a single residence and work permit for foreigners.

On November 14, 2025, the Cabinet registered Verkhovna Rada bill №14211 "On Amendments to Certain Laws of Ukraine Regarding the Employment of Foreigners and Stateless Persons". This was reported by the government representative in parliament, Taras Melnychuk.

The bill is aimed at simplifying the procedures for issuing residence permits and work permits for foreigners and stateless persons.

The document provides for the creation of a state portal where employers can post vacancies available for foreign specialists. Migrants will have the opportunity to review the offers and submit applications for a single permit in electronic form. Upon arrival in the country, the foreigner will need to present the original documents and provide their biometric data, based on which they will be issued a temporary residence permit.

Earlier, the UOJ wrote that, according to former Minister of Economy Milovanov, about 10 million migrants need to be brought to Ukraine. "Prepare for a new Ukraine. If we do not learn to be smarter ourselves, we will import not by tens of thousands, but by millions," Milovanov stated.
