Education Ministry and UCCRO discuss creation of private Catholic schools

The main topics of discussion were the establishment and functioning of Catholic schools, their cooperation with the state, and the teaching of spiritual and moral subjects.
On September 24, 2025, a meeting of the Public Council under the Ministry of Education and Science of Ukraine (MES) was held on cooperation with the All-Ukrainian Council of Churches and Religious Organizations (UCCRO). The central topic of discussion was the creation of private preschool and secondary schools, which Catholic religious structures plan to open. This was reported on the Facebook page of the Public Council under the MES.
The meeting was attended by representatives of the Ministry of Education and Science of Ukraine, as well as delegates from the Ukrainian Greek Catholic Church (UGCC) and the Roman Catholic Church (RCC). The Catholic Churches presented their experience and prospects in the field of education, emphasizing that such institutions seek to combine high-quality learning with spiritual and moral upbringing, while integrating into the national education system.
Participants discussed the regulatory framework for the activities of religious private schools, their possible cooperation with state and municipal educational institutions, as well as issues regarding the teaching of spiritual and moral subjects in the 2025/2026 academic year. A separate item on the agenda was the delegation of Council representatives to the Commission for the Recognition of Documents on Higher Theological Education.
Summing up the meeting, the head of the Council, Archpriest Oleksandr Trofimliuk (OCU), thanked the Churches and the MES staff for their participation and constructive cooperation.
Earlier, the UOJ reported that Yelensky had called for changes in relations between the state and the religious confessions.
